Sound Converter on Windows

Is there a public domain or open source software program to convert (rip) tracks of a audio CD in to WAV files, convert MP3 files to WAV files, and convert WAV files to MP3 files?

I’d suggest you take a look at the free program Quintessential Player. It’s available online at http://www.quinnware.com/

What I like about it is that it allows you to encode CD tracks to the free OGG (as opposed to MP3) files, but also allows conversions among the different sound formats you mention below. Of course, you can rip to MP3 or whatever you choose.
