A month or so ago, feedback was solicited on what should go into a request for quotes for a Joomla migration. A district I’m familiar with has to migrate some of their Joomla sites running older version of the content management system to the latest Joomla 1.5.x.
Here’s what they finally ended up using as a request for quotes:

Timeline
All web sites must be migrated to Joomla 1.5 by June, 2009
Time estimate for completion from vendor
Consequences for not meeting the schedule include increased risk of hacking for District web sites. Should the vendor fail to complete the work, only partial payment will be honored at the District’ discretion.
Before Beginning Work
Before beginning work, the vendor must accomplish the following:
Submit a schedule (timeline) of work
Cost for the entire project as well as sub-totals for a phased implementation (for example, what is the cost of doing 50 sites? 100 sites? 175 sites? 250 sites?).
Statement of work
Copy of Third Party Vendor Confidentiality letter signed by the Chief Executive Officer (CEO)
Expectations
Upgrade 150–250 Joomla 1.0.1.2/1.3 sites to Joomla 1.5
Meet the Timeline outlined in this RFQ
Apply a new district template to Joomla sites
Web sites are in daily use; down-time should be minimized.
Real Simple Syndication (RSS) feeds for every aspect of the content (e.g. Articles in Joomla) to facilitate easy subscription by community members, staff, and students.
Backup of existing MySQL databases and creation of new databases to accommodate content.
A 3–6 hour training session—to be negotiated—of Joomla 1.5 migration training for 6 staff members, including an illustrated “cheat sheet” for the upgrade process.
Implementation of user account management plug and LDAP authentication
Vendor Experience – Please Respond
How many Joomla sites have you migrated from 1.0 to 1.5 in the last year?
How will you verify that all content—including Joomla components, plug-ins, modules, content in MySQL databases—has been successfully migrated?
How will you verify that all links are working with the new site?
About the Joomla Sites Being Upgraded
Joomla sites are at versions 1.0 to 1.3; all need to be upgraded to 1.5
Joomla sites are hosted on Windows Servers running Apache, MySQL, and PHP
Document Manager component/module is loaded on each site
A sample site can be provided as a ZIPped file and SQL dump (using SQLYog Community Edition from www.webyog.com) for review.
