Privacy and security should be of the highest priority in any institution. I know safeguards can be put in place for the offenders to remain anonymous, but when those who do these things are caught, a severe punishment needs to be established to make those who would do the same, think twice about it.
Perhaps putting their skills to work for good… IN PRISON and without pay.
